The Lebanon Water Pollution Control
Authority (WPCA) was formed in May, 2009 to complete
the Amston Lake Sewer Project for the Town of
Lebanon. The WPCA is charged with implementing the
recommendations made in the
Wright-Pierce Amston Lake Wastewater Management
Study completed in November 2007. The
recommendations in the Wright-Pierce Study were
accepted by the Lebanon Board of Selectmen and
submitted to the DEP in 2008. In 2009, the Lebanon
Board of Selectmen entered into a
Consent
Agreement with the State to implement the
recommendations.
The WPCA has been working with other boards and
commissions in Lebanon on the Sewer Project,
including Planning and Zoning, the Board of Finance
and the Selectmen. The following Boards and
Commissions
have recently voted unanimously
to recommend the project to town voters:
Planning and Zoning Commission (March 16); Water
Pollution Control Authority (April 1); Board of
Finance (April 8). We anticipate that the Board of
Selectmen Board of Finance will vote on the project
later in April, after which they will set the
referendum date for the project. On May 3, 2010,
the project will be discussed at the Lebanon Annual
Town Meeting. Following the meeting, a town-wide
referendum is expected by May 17, 2010.
The WPCA commissioned an engineer in December to
estimate the cost of the Sewer Project, and the
final report was received in early January, 2010.
With interest and financing costs factored in, the
project is expected to be completed for less than
$6.55 million.
The WPCA has sent out several communications about
the project which are attached below along with some
other relevant documents. The WPCA meets twice a
month on Thursdays and the public is always welcome

Contingent on the referendum vote in May, the
project is expected to be in design from late 2010
to August 2011, when the project design must be
submitted to the Connecticut DEP. Construction is
expected to being in late 2011 and is expected to be
substantially completed in late 2012 or early 2013.
The WPCA is dedicated to solving existing and
potential pollution problems from the outdated
septic systems in the Lebanon Amston Lake area. The
sewer project is solely to address existing and
potential pollution. Implementation of sewers is
not expected to change any Lebanon zoning
regulations as development is not part of the WPCA's
mission.
The cost of the project to Lebanon Amston
Lake residents will not be known until the project
is complete and all funding sources are
established. At that time, benefit assessments will
be set with the assistance of a professional
appraiser. In addition, ongoing sewer usage fees
will be established.
